American Rescue Plan Act (ARPA)

On March 11, 2021, President Joe Biden signed the American Rescue Plan Act (ARPA), a $1.9 trillion dollar package to continue the nation’s efforts to combat the COVID-19 pandemic. As part of the Act, ARPA provides a total of $350 billion in Coronavirus State and Local Fiscal Recovery Funds to states and eligible local, territorial, and Tribal governments. Of this amount, county governments nationwide received $65.1 billion.

DuPage County was awarded a total of $179,266,585. Under ARPA, funds must be obligated by 12/31/2024 and spent by 12/31/2026.

ARPA dollars are intended to support an immediate pandemic response and to lay the groundwork for a strong and equitable economic recovery. Eligible uses of the funds include the following six categories:

  • Support Public Health Response
  • Replace Public Sector Revenue Loss
  • Address Negative Economic Impact
  • Premium Pay for Essential Workers
  • Water and Sewer Infrastructure
  • Broadband Infrastructure
