Duties of the Emergency Telephone System Board (ETSB) include planning a 9-1-1 system; coordinating and supervising the implementation and maintenance of the system, including the establishment of equipment specifications and coding systems; receiving moneys for deposit into the Emergency Telephone System Fund; authorizing disbursements from the fund; and hiring any staff necessary for the implementation and upgrade of the system.

Appointed By

Appointed by the County Board upon nomination of the County Board Chairman. From time to time the County Board Chairman shall designate one of the County Board representatives to serve as Chairman of the ETSB and one of the Mayors and Managers representatives to serve as Vice-Chairman of the ETSB.




Public representative applicants must reside in Emergency Telephone System Board’s 9-1-1 service area.  All members shall reside in or represent an entity within the service area of the ETSB throughout the duration of their term of office.  Members representing an association or agency pursuant to Section 20-40, Paragraph (a) shall remain employed, appointed by or otherwise have representation status granted by the association or agency they represent.  


The ETSB is composed of twelve (12) Board Members appointed by the DuPage County Board upon the nomination of the Chair of the County Board for a term of three years.  The representatives consist of: Three (3) Members from the DuPage County Board, one (1) of whom is designated to serve as Chairman of the ETSB; two (2) Members from the DuPage Mayors and Managers Conference (DMMC), one (1) of whom is designated to serve as Vice-Chairman of the ETSB; one (1) Member representing the DuPage Fire Chief's Association; one (1) Member representing the DuPage Chiefs of Police Association; one (1) Member representing the DuPage County Sheriff; One (1) Member representing DuPage Public Safety Communications (DU-COMM); one (1) Member representing the Addison Consolidated Dispatch Center (ACDC); One (1) Member representing an Emergency Services agency not otherwise represented on ETSB; and one (1) Member representing the public who resides within the ETSB service area.
