DUPAGE COUNTY CLERK JEAN KACZMAREK ANNOUNCES DUPAGE VOTERS CAN “VOTE ANYWHERE” ON ELECTION DAY FIRST AND ONLY COUNTY IN ILLINOIS TO ALLOW VOTERS TO CAST THEIR BALLOT AT ANY ELECTION DAY POLLING PLACE

WHEATON, IL-  DuPage County Clerk Jean Kaczmarek announces that DuPage County voters have the option to cast their ballot at any of the county’s 269 polling places on Election Day, rather than being limited to their local precinct polling place or a single vote center.  DuPage County is the first and only county in the state of Illinois to offer voters the opportunity to “Vote Anywhere” on Election Day, Tuesday, November 8th. 

“Now voters may cast their ballot conveniently at a polling place near their job or school, instead of rushing to or from their home precinct,” DuPage County Clerk Kaczmarek says. “Best of all, DuPage voters will no longer be turned away on Election Day for being in the wrong polling place in the county.”

The “Vote Anywhere” program was successfully implemented for the first time in the June 28, 2022 Primary Election, with approximately 13.5% of Election Day voters choosing to vote outside of their home precinct polling place.  Ballots are printed on-demand at the polling place for each voter after check-in using the county’s brand-new all-paper ballot voting system.

The number of precincts remains unchanged from 2020. No voter will be deprived of their local polling place in order to fulfill “Vote Anywhere” Election Day voting. As always, strict security measures will be in place to ensure one person, one vote.

“There is not a jurisdiction in the state of Illinois making it easier to vote than DuPage County,” Kaczmarek says.  “I encourage all DuPage County voters to take advantage of the opportunity to exercise their fundamental right to vote.”

DUPAGE COUNTY CLERK JEAN KACZMAREK ANNOUNCES VOTE-BY-MAIL DRIVING INCREASED TURNOUT OVER LAST MIDTERM ELECTION

WHEATON, IL- DuPage County Clerk Jean Kaczmarek announces that with one week of voting left to go, voter turnout in DuPage County for the 2022 General Election continues to considerably exceed turnout at the same point in 2018.  As of the end of day Tuesday, November 1ST, DuPage County voter turnout was 89,447 votes out of 615,799 registered voters for a turnout percentage of 14.5%.  At the same point in 2018, total voter turnout stood at 69,881 votes out of 639,752 registered voters for a turnout percentage of 10.9%. Total voter turnout in 2018 ended up at nearly 58 percent; turnout in 2014 was 49 percent.

DUPAGE COUNTY CLERK JEAN KACZMAREK ANNOUNCES TURNOUT OFF TO RECORD-BREAKING START – NEARLY DOUBLE LAST MIDTERM ELECTION

WHEATON, IL – DuPage County Clerk Jean Kaczmarek announces a record-breaking start to voter turnout for the Nov. 8th election, with 2022 nearly doubling 2018 so far. At the start of today, voter turnout was 49,177 voters out of 615,626 registered voters for a turnout percentage of 8.0 percent.  At the same point in 2018, two weeks out from the General Election, total voter turnout stood at 27,915 voters out of 639,752 registered voters for a turnout percentage of 4.4 percent. Total voter turnout in 2018 ended up at nearly 58 percent; turnout in 2014 was 49 percent.

DUPAGE COUNTY CLERK JEAN KACZMAREK ANNOUNCES $585,000 GRANT APPROVED TO EXPAND PAVING OF PARKING LOT AT FAIRGROUNDS Funding for Paving Made Possible by Grant from Illinois State Board of Elections

WHEATON, IL – DuPage County Clerk Jean Kaczmarek announces that the DuPage County Fairgrounds’ main parking lot will be completely repaved in 2023 thanks to a $585,000 polling place accessibility grant from the Illinois State Board of Elections. A portion of the parking lot was already repaved in 2022 thanks to an initial state grant of $149,000.  The Fairgrounds serves as DuPage County’s most popular polling place during Early Voting and Election Day.

DUPAGE COUNTY CLERK’S 2020 GENERAL ELECTION AUDITOR RACE RESULTS STAND – DUPAGE COURT OF THE 18TH JUDICIAL CIRCUIT RULES

Today Judge Craig R. Belford of the Court of the 18th Judicial Circuit ruled that Bill White “was, is and remains” the winner of the election for Auditor, as certified by the DuPage County Clerk’s Office in November 2020. The decision follows the first countywide recount in DuPage history and 15 months of litigation by Bob Grogan, White’s opponent in the election.

DUPAGE COUNTY CLERK’S OFFICE COMPLETES FOUR DISCOVERY RECOUNTS FOR 2020 GENERAL ELECTION – COUNTY CLERK CONFIDENT OF RESULTS

DuPage County Clerk Jean Kaczmarek’s office recently completed four discovery recounts for the Nov. 3, 2020 General Election and found nothing that would suggest a change in the outcome certified at the conclusion of the election. Petitions for four discovery recounts were requested by candidates Jim Oberweis for U.S. 14th Congressional District, Jeanette Ward for Illinois 25th Senate District, Bob Grogan for Office of DuPage County Auditor, and Tim Whelan for DuPage County Forest Preserve Commission District 4.

Half of DuPage County Voters have Cast Ballots – Voters Urged to Return Mail Ballots NOW

By Saturday night, half of DuPage County’s voters had cast ballots for the 2020 General Election. The combination of 171,539 early voting site voters and 156,271 mail voters totaled 327,810 at 10:15 AM today, surpassing 50% percent turnout.

DuPage County Clerk Reassures 2020 Election is Safe and Secure, but Testing the Process has Consequences

“Now voters may cast their ballot conveniently at a polling place near their job or school, instead of rushing to or from their home precinct,” DuPage County Clerk Kaczmarek says. “Best of all, DuPage voters will no longer be turned away on Election Day for being in the wrong polling place in the county.”

The “Vote Anywhere” program was successfully implemented for the first time in the June 28, 2022 Primary Election, with approximately 13.5% of Election Day voters choosing to vote outside of their home precinct polling place.  Ballots are printed on-demand at the polling place for each voter after check-in using the county’s brand-new all-paper ballot voting system.

The number of precincts remains unchanged from 2020. No voter will be deprived of their local polling place in order to fulfill “Vote Anywhere” Election Day voting. As always, strict security measures will be in place to ensure one person, one vote.

“There is not a jurisdiction in the state of Illinois making it easier to vote than DuPage County,” Kaczmarek says.  “I encourage all DuPage County voters to take advantage of the opportunity to exercise their fundamental right to vote.”

DUPAGE COUNTY CLERK JEAN KACZMAREK ANNOUNCES VOTE-BY-MAIL DRIVING INCREASED TURNOUT OVER LAST MIDTERM ELECTION
WHEATON, IL- DuPage County Clerk Jean Kaczmarek announces that with one week of voting left to go, voter turnout in DuPage County for the 2022 General Election continues to considerably exceed turnout at the same point in 2018.  As of the end of day Tuesday, November 1ST, DuPage County voter turnout was 89,447 votes out of 615,799 registered voters for a turnout percentage of 14.5%.  At the same point in 2018, total voter turnout stood at 69,881 votes out of 639,752 registered voters for a turnout percentage of 10.9%.  Total voter turnout in 2018 ended up at nearly 58 percent; turnout in 2014 was 49 percent.

The higher turnout has largely been driven by the increased popularity of mail voting.  So far, 83,723 voters have requested mail ballots. 

Of those who have voted so far in the 2022 election, 40,622 voters have voted early in-person and 48,825 vote-by-mail ballots have been returned.  At the same point in 2018, 50,909 voters had voted early in-person and 18,972 vote-by-mail ballots had been returned.

“Promoting vote-by-mail has been key to my efforts to increase voter access in DuPage County,” Kaczmarek says.  “While the state mandated that county clerks send a permanent vote-by-mail application to all voters this year, my office mailed those applications twice, before both the primary and general elections.  Over 85% of our mail ballot requests have been permanent, ensuring that vote-by-mail turnout will continue to grow in future elections.” 

Voters who have applied for a mail ballot are urged to complete it and return it via mail or drop box as soon as possible. 

“Voters may vote in-person at one of our 22 Early Voting locations or any of our 269 polling locations on Election Day,” Kaczmarek adds.

DUPAGE COUNTY CLERK JEAN KACZMAREK ANNOUNCES TURNOUT OFF TO RECORD-BREAKING START – NEARLY DOUBLE LAST MIDTERM ELECTION
WHEATON, IL – DuPage County Clerk Jean Kaczmarek announces a record-breaking start to voter turnout for the Nov. 8th election, with 2022 nearly doubling 2018 so far. At the start of today, voter turnout was 49,177 voters out of 615,626 registered voters for a turnout percentage of 8.0 percent.  At the same point in 2018, two weeks out from the General Election, total voter turnout stood at 27,915 voters out of 639,752 registered voters for a turnout percentage of 4.4 percent. Total voter turnout in 2018 ended up at nearly 58 percent; turnout in 2014 was 49 percent.

The expansion of mail voting has made a significant difference. So far, 82,060 voters have requested mail ballots.

Of those who have voted so far in the 2022 election, 12,370 voters have voted early in-person and 36,807 vote-by-mail ballots have been returned.  At the same point in 2018, 15,986 voters had voted early in-person and 11,929 vote-by-mail ballots had been returned.

“I’m pleased with the numbers, but not surprised,” Kaczmarek says. “My top priority as county clerk was to increase voter turnout. To achieve this goal, I had to increase voter access. Promoting mail voting and doubling the number of Early Voting locations has us off to a strong start, and voters also will have the option to Vote Anywhere on Election Day.” 

Voters who have applied for a mail ballot are urged to complete it and return it via mail or drop box as soon as possible. 

“Voters who have not yet applied for a mail ballot can still do so, but should not wait until the last minute,” Kaczmarek says. “It takes times for a mail ballot to be processed, printed and delivered to a home. After this week, voters should instead consider voting in-person at one of our 22 Early Voting locations or any of our 269 polling locations on Election Day.”

“Early Voting was the most popular choice of voters in the 2020 General Election in the county. We’re ready for voters,” Kaczmarek says. “We’re providing optimum voter access in DuPage, including Vote-by-Mail, Permanent Vote-by-Mail, more Early Voting locations, and 269 polling places on Election Day, Nov. 8, with the option to vote anywhere.”

Kaczmarek adds, “Another significant change is that for the first General Election since Early Voting began in 2006, ballots will be 100 percent paper in DuPage County.”

As part of the “Vote Anywhere” initiative, DuPage County voters may cast ballots at any Early Voting location, as well as any Election Day polling place.

DuPage County Clerk Jean Kaczmarek Announces Early Voting at Fairgrounds Starting September 29
DuPage County voters may cast their paper ballots in the 2022 General Election starting Thursday, Sept. 29th, when the county’s Early Voting location opens at the DuPage County Fairgrounds (Building 5), 2015 Manchester Road in Wheaton, just off County Farm Road, east of the county’s Government Administration buildings. 

Doors to voting at the Fairgrounds will open at 8 a.m. Thursday – 40 days before the Nov. 8th Election.

DuPage County now features 100% paper ballots on new voting equipment for both Early Voting and Election Day.  Beginning on Monday, Oct. 24th, Early Voting will expand to 22 locations throughout DuPage County – twice as many as the General Election in 2018.

Hours for Early Voting at the Fairgrounds are:

  • Weekdays:  8:00 a.m. – 4:30 p.m. (September 29 – October 21)
  • Saturdays:   9:00 a.m. – 12:00 p.m. (October 1 – October 22)
  • Weekdays:  8:30 a.m. – 7:00 p.m. (October 24 – November 7)

In addition to new voting equipment, the Fairgrounds has a new parking lot and driveway near its polling site. Funding for the paving was made possible by a $149,000 grant from the Illinois State Board of Elections to the County Clerk’s Office for polling place improvement and safety.

“Nearly 34,000 people voted at the Fairgrounds during the 2020 General Election. Voters returning in 2022 will notice a night-and-day difference in the condition of the main parking lot,” Kaczmarek said. “All the bumps, potholes, gravel and puddles are now gone.

DuPage County Clerk Jean Kaczmarek's Office Sends Election Information Mailers to All Registered Voters
WHEATON, IL:  DuPage County Clerk’s Office election information mailers are arriving to more than 606,000 registered voters. The mailer includes a permanent Vote-By-Mail application, polling place location and a reminder that voters may choose to cast a ballot anywhere on Election Day, Nov. 8th, in DuPage County.

Some changes were made to Election Day polling places, but the Clerk’s office worked to minimize those changes for the convenience of voters. DuPage increased the number of Election Day polling places from 263 to 269.

DuPage is the first county in Illinois to launch the “Vote Anywhere” option for voters to cast a ballot in any one of its 269 polling places on instead of limiting the choice to a voter’s precinct polling place or a single vote center.

“Now voters may cast their ballot conveniently at a polling place near their job or school, instead of rushing to or from their home precinct,” County Clerk Jean Kaczmarek says. “Best of all, DuPage voters will no longer be turned away on Election Day for being in the wrong polling place in the county.”

The permanent Vote-By-Mail application allows voters to receive a mail-in ballot for every election. Until now, voters preferring mail-in ballots had to apply one election at a time. 2022 is the first year permanent Vote-By-Mail is available in Illinois, after the Illinois General Assembly passed it into law last year. So far, nearly 50,000 voters have already signed up for permanent Vote-by-Mail in DuPage County. 

“Permanent Vote-By-Mail increases voting choices. Nothing else is taken away,” County Clerk Kaczmarek says. “Voters may still vote in person on Election Day or during Early Voting. Also, voters may continue to choose a one-time-only mail ballot.”

This mailer also serves as a voter verification. State and federal laws require election authorities to complete regular voter registration verifications to keep the database current by eliminating voters who have passed away or moved.

If a mailer is delivered to an individual who no longer lives at the address, residents are encouraged to mark “RETURN TO SENDER” or “DECEASED” on the mailer and drop it back in the mail. No additional postage is required. If a forwarding address is known for the individual who has moved, please include the new address on the mailer. 

“I urge voters to look at the mailer and verify that the information is correct,” County Clerk Kaczmarek added. “I am also requesting assistance from the public to please notify our office of voters in a household who have moved or are deceased.” 

Sept. 29th is the first day of Early Voting at the DuPage Fairgrounds. Starting Oct. 24th, 22 Early Voting sites will open – four more than 2020 and double the number from 2018. Nov. 8th is Election Day with 269 polling places.

WHEATON, IL – DuPage County Clerk Jean Kaczmarek announces that the DuPage County Fairgrounds’ main parking lot will be completely repaved in 2023 thanks to a $585,000 polling place accessibility grant from the Illinois State Board of Elections. A portion of the parking lot was already repaved in 2022 thanks to an initial state grant of $149,000.  The Fairgrounds serves as DuPage County’s most popular polling place during Early Voting and Election Day.

The County Clerk’s Office began to partner with the Fairgrounds as their main Early Voting site and Central Vote Center in 2020 out of necessity during COVID as a location to keep voters and election judges safe. Many things came together to make the 2020 election successful – the availability of the Fairgrounds was among them. Because the Fairgrounds worked so well for elections, the partnership will continue. 

“When the polling place grant opportunity was presented last year, Deputy Clerk Scott MacKay suggested a much-needed fresh parking lot for our most popular polling site – the Fairgrounds,” Kaczmarek adds. “After the first portion of the main lot was completed, we sought funds to complete the project.”

DuPage County Fairgrounds Association Manager and CEO Jim McGuire says, “I cannot thank Clerk Kaczmarek and her team enough for their support. Receiving the first polling place accessibility grant lifted the grounds incredibly. The comfort of our guests was huge, but the overall look and functionality has created many opportunities. To receive a second big grant is something we have only dreamed about.”

DuPage County Clerk Jean Kaczmarek – "2022 Primary Election Had Highest Voter Turnout In Region, Successful Launch Of New Voting Equipment And Vote Anywhere Initiative"
WHEATON, IL – DuPage County Clerk Jean Kaczmarek is pleased to announce that the county had the highest voter turnout in the region of nearly 22 percent in the 2022 Midterm Primary Election, combined with a successful launch of new voting equipment and the Vote Anywhere initiative.

“We broke several records for a Midterm Primary. We had over 22,000 voters during Early Voting, exceeding the 2018 Primary. We also had close to 35,000 mail ballot applications – six times the number from 2018,” said Kaczmarek. “Increasing the number of Early Voting sites and sending mail ballot applications and election information to all registered voters paid off.”

The 2022 Primary was also the first election using the new 100-percent paper voting system. Last fall, the County Clerk’s office replaced its 20-year-old Diebold equipment with the Hart InterCivic Verity system for both Early Voting and Election Day. DuPage is the first county in Illinois to use the complete print-on-demand system, selected for its top security, transparency and user-friendliness. Verity is also never connected to the internet, even for the transmission of results, making it impossible to hack.

“Feedback has been exceptional all around – from voters, election judges and staff,” said Kaczmarek. “We can’t begin to list all the improvements with this equipment. For one, we were just able to effortlessly tabulate write-in votes yesterday. Previously, this would have been tedious and labor-intensive.”

Because of the new complete print-on-demand system, DuPage County led the way in the state initiating “Vote Anywhere” for Election Day which allowed voters to cast ballots at any of the 263 polling places instead of their assigned precinct. Instead of relying on pre-printed ballots at designated polling places, the new system prints off fresh ballots for voters all over the county.

“Enthusiasm for ‘Vote Anywhere’ has been absolutely phenomenal, from many Republican and Democratic voters and election judges,” said Kaczmarek. “It’s taken on a life all its own. I wouldn’t be surprised if other Illinois counties begin to follow our lead.”

WHEATON, IL: The DuPage County Clerk’s Office will launch “Vote Anywhere”  on Election Day, Tuesday, June 28. DuPage will be the first county in Illinois to with the option for voters to cast a ballot in any one of its 263 polling places, instead of limiting the choice to a voter’s precinct polling place or a single vote center.

“Now voters may cast their ballot conveniently at a polling place near their job or school, instead of rushing to or from their home precinct,” DuPage County Clerk Kaczmarek says. “Best of all, DuPage voters will no longer be turned away on Election Day for being in the wrong polling place in the county.”

Registered voters already could vote outside their assigned precinct polling place in DuPage County for the 39 days of Early Voting. The County Clerk’s office is now extending this option for an additional day, using the same Early Voting system, process, and safeguards on Election Day.

“Two developments late in 2021 combined to create “Vote Anywhere” Election Day. In October, our office purchased the new Hart Verity complete print-on-demand voting system, so we no longer need to stockpile pre-printed ballots at polling places for just three or four precincts. After check-in, each voter now receives their freshly printed ballot on site. In November, the Illinois General Assembly passed legislation allowing each county to set up multiple vote centers where residents from all over the county can vote outside their home polling places on Election Day,” Kaczmarek says.

The number of precincts remains unchanged from 2020. No voter will be deprived of their local polling place in order to fulfill “Vote Anywhere” Election Day voting. As always, strict security measures will be in place to ensure one person, one vote.

“I’m gratified to bring our citizens so many ways to vote. I want the people of DuPage County to have so many voting options that they’re practically tripping over them. Voting has never been easier, more convenient, or more secure,” Kaczmarek adds. “Now that everything is in place, I’m urging registered voters to take advantage of it and exercise their precious right to vote.”

Voter turn-out was 24.88% in the 2018 Primary Election in DuPage County, and 19.19% for the 2014 Primary. At the time of this release, Early Voting turnout in DuPage County in 2022 was matching 2018, with nearly 21,000 voters. However, mail ballot applications increased over six times from 5,453 in 2018 to 34,650 in 2022. DuPage County currently has 636,311 registered voters.
DuPage County 2022 Midterm Primary Election Turnout Strong – Early Voting Surpassing 2018 Primary Mail Ballot Applications Shatter 2018 Primary By Six Times
WHEATON, IL: Voter Turnout for the 2022 Midterm Primary Election remains strong in DuPage County with numbers exceeding the 2018 Primary the same number of days into the cycle.

Since May 19, over 15,600 voters have cast ballots at 22 Early Voting sites throughout DuPage County. Turnout has been surpassing 2018 daily numbers since Tuesday. The total number of voters who cast ballots during Early Voting in 2018 was 21,506. On Wednesday, DuPage County passed the total number for Early Voting in the 2014 Primary Election of 11,157.

A significant change with Early Voting in this election is that ballots are 100 percent paper in DuPage County with the new print-on-demand voting system.

Mail ballot applications for this election totaled 34,650 yesterday – more than six times the 5,453 applications for 2018. Mail ballot applications for this election moved into third place in DuPage County history behind the November 2020 and 2018 General Elections. As of yesterday, 15,333 mail ballots had been returned. Voters who have received mail ballots are urged to complete them and return them right away.

“We couldn’t predict what the turnout could be for a Primary Election in the summer,” said DuPage County Clerk Jean Kaczmarek. “So far, the numbers are strong. I hope the trend continues through Election Day on Tuesday.”

Voter turnout for the 2018 Primary Election was nearly 25 percent; turnout for the same election in 2014 was slightly over 19 percent.

DuPage County has 636,318 registered voters.

All of DuPage County’s Early Voting sites will remain open through Saturday, June 25, 2022.  Those sites are:

WHEATON, IL – DuPage County Clerk Jean Kaczmarek announces “22 for ‘22” --  22 Early Voting sites for the 2022 Primary Election will open in DuPage County on Monday, June 13 . The number of sites was increased 100 percent from the 11 sites in 2018 to include areas that had previously been underserved by Early Voting.

“Early Voting was the most popular choice of voters in the 2020 General Election in the county. We’re ready for voters,” Kaczmarek says. “We’re providing optimum voter access in DuPage, including Vote-by-Mail, Permanent Vote-by-Mail, more Early Voting sites, and 263 sites on Election Day, June 28, with the option to vote anywhere.”

Kaczmarek adds, “Another significant change is that for the first time since Early Voting began in 2006, ballots will be 100 percent paper in DuPage County.”

As part of the “Vote Anywhere” initiative, DuPage County voters may cast ballots at any Early Voting site, as well as any Election Day polling place.

DuPage County Clerk Jean Kaczmarek Announces Pay Increase For Election Judges
WHEATON, IL – DuPage County Clerk Jean Kaczmarek announces that all election judges will receive a pay increase for the 2022 Primary Election. Just as the County’s new election equipment is being launched, judges working on Election Day will receive nearly double in pay – from $130 to $250.

“This pay increase is long overdue,” Kaczmarek says. “It was necessary years before the ongoing pandemic and labor shortage. Our election judges were requesting a raise even back in 2005 when I was an election watchdog. I’m pleased that election judges will finally receive the salary they deserve.”

Election Day for judges is roughly 15 hours long from start to finish, with an additional hour the previous afternoon for setting up polling places. Pay will increase from about $8 per hour to over $15.

Kaczmarek made an emergency increase to the salary for election judges the week prior to the March 2020 Primary Election to keep the electoral process functioning days before the pandemic stay-at-home order. Election judges received an additional COVID-19 supplement for the 2020 General Election while vaccines were still unavailable.  This year’s raise to $250 is the first increase to the base pay rate for DuPage County election judges in decades.

“Election judges are our most precious resource. Elections cannot happen without them,” Kaczmarek adds. “We cannot thank them enough for their service.”

DuPage County Clerk Jean Kaczmarek Announces Early Voting at Fairgrounds Starting May 19
DuPage County voters may cast their paper ballots in the 2022 General Primary Election Thursday, May 19, when the county’s Early Voting site opens at the DuPage County Fairgrounds (Building 2), 2015 Manchester Road in Wheaton, just off County Farm Road, east of the county’s Government Administration buildings. 

Doors to voting at the Fairgrounds will open at 8 a.m. Thursday – 40 days before the June 28 Election.

DuPage County now features 100% paper ballots on new voting equipment for both Early Voting and Election Day.  Beginning on Monday, June 13, Early Voting will expand to 22 locations throughout DuPage County – twice as many as the Midterm Election in 2018.

Hours for Early Voting at the Fairgrounds are:

  • Weekdays: 8:00 a.m. - 4:30 p.m. (May 19 – June 10)
  • Saturdays: 9:00 a.m. - 12:00 p.m. (May 21 – June 11)
  • Weekdays: 8:30 a.m. – 7:00 p.m. (June 13 – June 27)

In addition to new voting equipment, the Fairgrounds has a new parking lot and driveway near its polling site. Funding for the paving was made possible by a $149,000 grant from the Illinois State Board of Elections to the County Clerk’s Office for polling place improvement and safety.

“Nearly 34,000 people voted at the Fairgrounds during the 2020 General Election. Voters returning in 2022 will notice a night-and-day difference in the condition of the main parking lot,” Kaczmarek said. “All the bumps, potholes, gravel and puddles are now gone.”

WHEATON, IL:  DuPage County Clerk’s Office election information mailers are arriving to more than 636,000 registered voters. The mailer includes a permanent Vote-By-Mail application, new district information, polling place location and a reminder that for the first time, voters may choose to cast a ballot anywhere on Election Day in DuPage County.

As part of the recent decennial redistricting, voters may notice new district numbers due to the changes in Congressional and State Legislative districts made by the Illinois General Assembly, as well as potentially new County Board and Forest Preserve districts. Some changes were made to Election Day polling places, but the Clerk’s office worked to minimize those changes for the convenience of voters. No precinct number changes were made in DuPage County. 

DuPage is the first county in Illinois to launch the “Vote Anywhere” option for voters to cast a ballot in any one of its 263 polling places, instead of limiting the choice to a voter’s precinct polling place or a single vote center.

“Now voters may cast their ballot conveniently at a polling place near their job or school, instead of rushing to or from their home precinct,” County Clerk Jean Kaczmarek says. “Best of all, DuPage voters will no longer be turned away on Election Day for being in the wrong polling place in the county.”

The permanent Vote-By-Mail application allows voters to receive a mail-in ballot for every election. Until now, voters preferring mail-in ballots had to apply one election at a time. 2022 is the first year permanent Vote-By-Mail is available in Illinois, after the Illinois General Assembly passed it into law last year. Mail voting was expanded in Illinois in 2020 in response to COVID-19 so that voters could safely vote at home. 

“Permanent Vote-By-Mail increases voting choices. Nothing else is taken away,” County Clerk Kaczmarek says. “Voters may still vote in person on Election Day or during Early Voting. Also, voters may continue to choose a one-time-only mail ballot.”

DuPage voters preferring to sign up for permanent Vote-By-Mail or a single one-time-only mail ballot are urged to do so on the County Clerk’s Elections website: Election/VoteByMail/  

This mailer also serves as a voter verification. State and federal laws require election authorities to complete regular voter registration verifications to keep the database current by eliminating voters who have passed away or moved.

If a mailer is delivered to an individual who no longer lives at the address, residents are encouraged to mark “RETURN TO SENDER” or “DECEASED” on the mailer and drop it back in the mail. No additional postage is required. If a forwarding address is known for the individual who has moved, please include the new address on the mailer. 

“I urge voters to look at the mailer and verify that the information is correct,” County Clerk Kaczmarek added. “I am also requesting assistance from the public to please notify our office of voters in a household who have moved or are deceased.”

WHEATON, IL – Today the DuPage County Clerk Jean Kaczmarek hosted a ribbon-cutting to celebrate the paving of the parking lot at the DuPage County Fairgrounds, 2015 Manchester Road, Wheaton. Funding for the paving of the parking lot was made possible by a $149,000 grant from the Illinois State Board of Elections to the County Clerk’s Office for polling place improvement and safety. 

“Nearly 34,000 people voted at the Fairgrounds during the 2020 General Election. Voters returning in 2022 will notice a night-and-day difference in the condition of the main parking lot,” Kaczmarek said. “All the bumps, potholes, gravel and puddles are now gone.”

The County Clerk’s Office began to partner with the Fairgrounds as their main Early Voting site and Central Vote Center in 2020 out of necessity during COVID as a location to keep voters and election judges safe. Many things came together to make the 2020 election successful – the availability of the Fairgrounds was among them. Because the Fairgrounds worked so well for elections, the partnership will continue. 

“When this polling place grant opportunity was presented last year, Election Deputy Scott MacKay suggested a much-needed fresh parking lot for our most popular polling site – the Fairgrounds,” Kaczmarek added. “Here we are.”

DuPage County Fairgrounds Association Manager and CEO Jim McGuire said, “All of the citizens of DuPage County visiting the Fairgrounds for voting, COVID testing or to enjoy a show will benefit from our beautiful, new parking lot for years to come. Notice is hereby given that at the General Primary Election to be held on June 28, 2022 in the County of DuPage and State of Illinois, a new voting system, Hart InterCivic Verity will be used.
Assistance to the Elderly and Voters with Disabilities for 2022 General Primary Election
The DuPage County Clerk Election Division announced that special assistance in voter registration is available to the elderly and voters with disabilities through the Division's office. The Division can assist in the arrangement of voter registration appointments with deputy registrars for the upcoming June 28, 2022 General Primary Election.

All eligible registered voters, including those who are physically unable to get to their polling place, are entitled to receive a ballot by mail or in person. An individual may request a ballot to vote by mail up through June 23, 2022. An individual may vote early at the Election Division office, beginning May 19, 2022, through June 27, 2022, or early vote in person at one of the County’s Early Voting sites, starting June 13, through Monday, June 27, 2022.

Polling locations during Early Voting and on Election Day will be equipped with touch-screen ballot marking devices to enable those who are blind, visually impaired or have limited dexterity to vote privately without assistance.

Additionally, a voter may request assistance with marking their ballot. At the polling place on Election Day assistance may be given by Judges of Election (one from each political party), a friend or a relative. Assistance with marking the ballot will also be at Early Voting sites.

Permanent Vote-by-Mail Now Available in DuPage County
The DuPage County Clerk’s office announces that voters may now sign up to be placed on a permanent vote-by-mail list to receive a mail-in ballot for every election. Until now, voters preferring mail-in ballots had to apply one election at a time.

“Permanent vote-by-mail increases voting choices. Nothing else is taken away,” said DuPage County Clerk Jean Kaczmarek. “Voters may still vote in person on Election Day or during Early Voting. Also, voters may continue to choose a one-time-only mail ballot.”

“One-third of DuPage voters chose mail ballots in the 2020 General Election. We anticipate that mail voting will gain in popularity, even with the pandemic subsiding,” Kaczmarek added. “With new and faster equipment and procedures, our office is ready to handle the growth.”

DuPage voters preferring to sign up for permanent vote-by-mail or a single one-time-only ballot are urged to do so on the County Clerk’s Elections website: Election/VoteByMail/  In the next month, the County Clerk’s Office will also be mailing voters a paper application to join the permanent vote-by-mail roster.

The first batch of ballots won’t be sent out until May 19th. Ballots may take 4-5 business days to arrive.  Voters must have their completed ballot postmarked on or before the date of the primary to have it counted. Ballots may also be dropped off at the DuPage County Clerk Elections Office, at drop boxes located at the parking lot and main entrance of the Jack T. Knuepfer Administration Building, 421 County Farm Road, Wheaton, or at a DuPage County polling site.
DUPAGE COUNTY CLERK'S 2020 GENERAL ELECTION AUDITOR RACE RESULTS STAND – DUPAGE COURT OF THE 18TH JUDICIAL CIRCUIT RULES
Today Judge Craig R. Belford of the Court of the 18th Judicial Circuit ruled that Bill White “was, is and remains” the winner of the election for Auditor, as certified by the DuPage County Clerk’s Office in November 2020. The decision follows the first countywide recount in DuPage history and 15 months of litigation by Bob Grogan, White’s opponent in the election.  
Today’s decision follows the Court’s previous ruling on September 8th granting summary judgment against the Petitioner’s claim that there were more ballots than voters.  “The Court likes to be very clear on this. It certainly does not establish anything even suggesting or smacking of election fraud,” Belford stated. “The two numbers here, specifically the number of registered voters that Mr. Grogan was given, showing the number of registered voters as of December 4th and other number being the number of votes cast on Election Day, those two numbers simply have nothing to do with each other.  There’s no there there.”

“The recount did not change the result that Bill White was the certified winner,” DuPage County Clerk Jean Kaczmarek says. “For public trust in the foundation of democracy – our elections – we must accept the facts. The 2020 Election is over.”

As Patrick Bond, special counsel representing the DuPage County Clerk’s office, argued to the Court, the processes and procedures of the 2020 election have been more closely scrutinized than any election in DuPage County history.  

Despite local attempts to politicize and undermine faith in DuPage County elections that mirror the attacks on free and fair elections nationwide, today’s ruling confirmed the will of the voters has been reflected.  The losing candidate’s claims of election irregularities have been exhaustively analyzed, thoroughly heard and definitively refuted.  

“I am grateful to my professional staff and bipartisan election judges for their diligent oversight of the first countywide recount, especially during a pandemic,” Kaczmarek added. “Now my staff can finally put the 2020 election to rest and focus their full attention on this year’s upcoming elections.”

The DuPage County Clerk’s Office announces a new and more expedient Filing Process for the upcoming Candidate Petition Filings.  The doors of the County Building will open for DuPage County Candidate Petition filing for the June 28th 2022 Primary Election on Monday, March 7, 2022 at 7:00 am in the Auditorium at 421 County Farm Road, Wheaton, Illinois.  The Filing commences promptly at 8:00 am.  In order to be eligible to participate in the Lottery for Ballot placement, Candidate Petition Filers must be in line prior to 8:00 am.

On the morning of Monday, March 7, 2022, the Filing Process will take place in the Auditorium, instead of the Election Division Office. Candidates, and those filing on behalf of Candidates, will be allowed to begin signing-in outside the south Auditorium door at 7:00 am and each Participant will be assigned a number.  Once the Participant is signed in and issued a number, Participants will be allowed to sit inside the Auditorium to wait and enjoy refreshments, or to walk freely in the County Building prior to the doors closing for the Ballot placement Lottery at 8:00 am sharp. Beginning at 8:00 am, the Filing process will begin and numbers issued will be called in sequential order.

To expedite the Filing, Petitions for County Offices will be processed at one Station. Petitions for Precinct Committeepersons will be processed at two separate Stations. (If a Candidate, or person filing on behalf of a Candidate, is filing a single Precinct Committeeperson Petition, he or she may file it at the County Office Station, as well.) Also starting at 7:00 am in the Auditorium, candidates may file Statements of Economic Interests and/or have paperwork notarized by the County Clerk’s Office.  Receipts for Statements of Economic Interests will be issued at that time. 

There will be no advantage for any Candidate, or person filing on behalf of a Candidate, to take extreme measures to arrive early and be first in line. As Clerk, I will personally oversee the Filing Process to ensure that all Candidates, regardless of Party affiliation or Office sought are treated fairly.

I am confident that our Candidate Filing process will provide everyone with a faster, more efficient and significantly more comfortable filing experience.

After all of the 8:00 am Ballot Lottery filings have been processed in the Auditorium on March 7th, the remaining filings will be processed as usual at the County Clerk Election Division Office, on the first floor of the County Building, located at 421 North County Farm Road, Wheaton, Illinois, through the close of the Filing Period on Monday,March 14, 2022, at 5:00 pm.

The lottery drawing for candidate position on the ballot will take place on Monday, March 21, 2022, at 9:30 am in the Election Division.

WHEATON, IL – New voting equipment has arrived to the DuPage County Clerk’s Office. Staff is busy unpacking the Hart InterCivic Verity paper voting system featuring 100 percent paper ballots scheduled to be in place for the 2022 Primary election.

“Our office couldn’t be more excited about new voting machinery if it were delivered by reindeer pulling a sleigh. Some of the staff opening the boxes were young children when the previous equipment was purchased 20 years ago,” County Clerk Jean Kaczmarek says. “We’re anxious to share the next generation of equipment with voters and election judges in 2022.”

DuPage is very proud to be the first county in Illinois to use complete on-demand ballot printing for both Early Voting and Election Day voting. Not only are we upgrading to the most secure, transparent, and user-friendly voting system on the market, but we are also saving the County money by printing only the ballots needed by voters so there is no waste. Finally, and most importantly, our County’s new system will ensure all voters have the same voting experience; there is no different size or shape of ballot for voters with disabilities. Voters can use a fully accessible ballot marking device and that device produces a ballot that looks like all others. Everyone will be treated equally.

Austin-based Hart InterCivic has 109 years of election experience with 780 customers in 19 states. Hart’s voting systems are designed, engineered and built in the USA. 

The next-generation Verity system was certified by Illinois this year meeting the highest election security standards. Verity is never connected to the internet, making it impossible to hack. The Verity Scan allows reliable audits of voter intent with digital captures of all scanned ballots. The system offers automatic counting for write-in votes, ranked choice voting capability, faster and reliable recounts and multiple language options.

Every aspect of operations is anticipated to become more efficient with the new system, including quicker lines in polling places and easier start-up and shut-down for election judges. Hart will integrate well with the KNOWiNK poll pads for checking in voters. 
100 PERCENT PAPER BALLOTS FOR DUPAGE COUNTY – NEW VOTING SYSTEM ON THE WAY FOR 2022 PRIMARY ELECTION
WHEATON, IL – Today the DuPage County Board unanimously approved funding for DuPage County Clerk Jean Kaczmarek’s request for a new voting system which features 100 percent paper ballots. The Clerk’s office selected the Hart InterCivic Verity paper voting solution scheduled to be in place for the 2022 Primary election.

Kaczmarek says, “I have been waiting to say these words for 16 years – DuPage County will have 100 percent paper ballots.”

The Clerk’s office was notified that the current voting equipment would no longer be supported after this year.

DuPage County Early Voting Opens at 15 Sites Monday For April 6, 2021 Consolidated Election
Early Voting for the in DuPage County starting Monday, Mar. 22nd for the April 6, 2021 Consolidated Election. Fourteen of the Early Voting sites will be touchscreen voting only. The DuPage County Fairgrounds will offer both touchscreen and the ongoing paper ballot voting. 

DuPage County Clerk Jean Kaczmarek says, “Mayors, township supervisors and board members for schools, libraries and parks are among the offices on the ballot for this election. Early Voting Begins at DuPage County Fairgrounds on Feb. 25th
DuPage County voters can cast their ballots in the 2021 Consolidated Election beginning Thursday, Feb. 25th at the DuPage County Fairgrounds, Building 5, 2015 Manchester Road in Wheaton.

Doors to voting at the Fairgrounds will open at 8 a.m. Thursday – 40 days before the April 6th Consolidated Election.

Early Voting starting tomorrow at the Fairgrounds, formerly called “In-Person Absentee”, will be by paper ballot only and will be scanned in the same method as mail ballots. Beginning Monday, Mar. 22nd, additional Early Voting sites offering touchscreen voting will be available throughout DuPage County.

The Fairgrounds replaces the County Administration Building Early Voting site in order to accommodate more voters while adhering to coronavirus prevention measures. 

“The DuPage County Fairgrounds has been an invaluable partner with our office throughout the pandemic. Thanks to them, voters have a safe place to vote while practicing social distancing,” DuPage County Clerk Jean Kaczmarek said. 

Hours for Paper Ballot Early Voting at the Fairgrounds are:

  • Weekdays: 8:00 a.m. - 4:30 p.m. (Feb. 25 – Mar. 19)

Assistance to the Elderly and Voters with Disabilities for 2021 Consolidated General Election
The DuPage County Clerk Election Division announced that special assistance in voter registration is available to the elderly and voters with disabilities through the Division's office. The Division can assist in the arrangement of voter registration appointments with deputy registrars for the upcoming April 6, 2021 Consolidated Election. 

All eligible registered voters, including those who are physically unable to get to their polling place, are entitled to receive a ballot by mail or in person.  An individual may request a ballot to vote by mail up through April 1, 2021.  An individual may vote early at the DuPage County Fairgrounds, beginning February 25, 2021, through April 5, 2021, or early vote in person at one of the County’s Early Voting sites, starting March 22, 2021, through Monday, April 5, 2021.

Polling locations during Early Voting and on Election Day will be equipped with touch-screen voting machines to enable those who are blind, visually impaired or have limited dexterity to vote privately without assistance. 

Additionally, a voter may request assistance with marking their ballot.  At the polling place on Election Day assistance may be given by Judges of Election (one from each political party), a friend or a relative.  Assistance with marking the ballot will also be at Early Voting sites.

DUPAGE COUNTY CLERK'S OFFICE COMPLETES FOUR DISCOVERY RECOUNTS FOR 2020 GENERAL ELECTION – COUNTY CLERK CONFIDENT OF RESULTS
DuPage County Clerk Jean Kaczmarek’s office recently completed four discovery recounts for the Nov. 3, 2020 General Election and found nothing that would suggest a change in the outcome certified at the conclusion of the election. Petitions for four discovery recounts were requested by candidates Jim Oberweis for U.S. 14th Congressional District, Jeanette Ward for Illinois 25th Senate District, Bob Grogan for Office of DuPage County Auditor, and Tim Whelan for DuPage County Forest Preserve Commission District 4. 

“I am confident of the results of the recounts, just as I am confident of the results that were certified last month,” Kaczmarek stated.

Altogether, ballots from 286 precincts were recounted out of a total of 930 precincts. DuPage County had record turnout of 491,067 voters in the Nov. 3rd election. The discovery recounts were made in addition to a state-mandated retabulation last month of 47 precincts, which found no changes to unofficial totals prior to certification.

Discovery recounts following this election were unprecedented in DuPage County in terms of the volume of ballots recounted including hand recounts of three precincts, the front and back observation of each paper ballot, the recount duration of several weeks, and the access of election records for review and transparency – all during challenging pandemic conditions. The estimated cost to the County to conduct the four recounts, including staff salary, exceeds $100,000. A candidate is charged $10.00 per precinct for a discovery recount.

Discovery recounts began on Dec. 7th with teams of Republican and Democratic election judges working with numerous poll watchers, candidates and their representatives, and County Clerk staff  in the auditorium of the County’s Administrative Building, 421 County Farm Road, Wheaton. The discovery recounts concluded within nine days, followed by carrying out requests through Dec. 23rd of further candidate review with staff of additional election records. 

“I thank all the election judges who served on these recounts especially during a pandemic,” Kaczmarek added. “I’m proud of my staff who worked to fulfill all the recounts, after completing an exhausting 2020 election cycle overlapping into the 2021 consolidated election.”

The Lottery will be held for any Offices and Candidates who simultaneously file their Nominating Papers with the DuPage County Clerk at 8:00 a.m. on December 14, 2020, the first day of Filing and on December 21, 2020 during the last hour of filing.  All Nominating Papers must be filed on or before December 21, 2020 by 5:00 p.m.

Any Candidate eligible for participation in the Lottery is welcome to attend or, in the alternative, a Representative of said Candidate may participate in the Lottery. Attendance is not required.  The Lottery will be conducted by the County Clerk or her designee.  The Lottery is open to the public.

DuPage County Clerk Jean Kaczmarek informs voters that on Wednesday, November 4, 2020, bipartisan election judges processed and tabulated an additional 19,450 mail ballots, bringing the total number of mail ballots tabulated to date to 164,622 out of 171,696 verified mail ballots received.

Half of DuPage County Voters have Cast Ballots – Voters Urged to Return Mail Ballots NOW
By Saturday night, half of DuPage County’s voters had cast ballots for the 2020 General Election. The combination of 171,539 early voting site voters and 156,271 mail voters totaled 327,810 at 10:15 AM today, surpassing 50% percent turnout.

“In terms of ballots cast, we’ve already hit the three-quarter mark of 2016 record final turnout – 434,050 – less than two days from Election Day,” DuPage County Clerk Jean Kaczmarek said. “Nationwide, high voter turnout has been predicted for months. It appears that so far the numbers in DuPage are fulfilling that prediction, despite the ongoing pandemic.”

“At this rate, even light turnout on Nov. 3rd would break the record. I believe we’ll make it, especially with the highest number of registered voters going into a general election,” Kaczmarek said. “The forecast for Tuesday is warm and sunny – absolute perfect weather for voting.”

Over 39,000 mail ballots are still outstanding of 212,816 requested. “Your voice will not be heard if you leave that ballot on the kitchen counter. Return it now. Please,” Kaczmarek urged.

Voters may return voted mail ballots via the following options: drop boxes located at the south parking lot and main entrance of the Jack T. Knuepfer Administration Building, 421 County Farm Road, Wheaton, or at drop boxes located at any DuPage County Early Voting location or Election Day polling place.

DuPage County is entering the 2020 General Election with 648,764 registered voters. Nearly 50,000 voters have registered within the past year.

DuPage County voters who had not yet voted were notified of their Nov. 3rd polling place location with postcards, in addition to inserts published in area newspapers. Voters can also check their Nov. 3rd voting location online:

DuPage County Clerk Jean Kaczmarek Assures Voters of Bipartisan Oversight of Election Process
DuPage County Clerk Jean Kaczmarek assures the voters of DuPage County that the 2020 General Election is being conducted with rigorous oversight and participation from official representatives of the Republican and Democratic Parties.

“The political parties are our office’s partners in election administration.  Election judges representing the Republican and Democratic parties are the face of the election to voters at the polling place.  Maintaining an open line of communication with the leadership of our local political parties is vital to ensuring a smooth and successful election.  I appreciate the productive partnership our office has enjoyed throughout this process with DuPage Republican Party Chairman James Zay and Cynthia Borbas, Chair of the DuPage Democratic Party,” Kaczmarek said.

The County Clerk’s office has stayed in close communication with the local political parties to address any questions regarding the process.  When the DuPage Republican Party raised concerns regarding a text-highlighting feature of the county’s touchscreen voting machines, senior staff from the DuPage County Clerk’s Office met with members of the DuPage GOP leadership.  Staff demonstrated the system in question and explained that it was an impaired-voter assistance feature necessary for the county’s system to comply with the voter access requirements of the Americans with Disabilities Act.  Stickers were also placed on every voting machine at the Early Voting sites explaining in both English and Spanish that the text-highlighting feature is for impaired voter assistance only and that highlighted selections can by cycled through utilizing the provided keypad, as well as reminding voters to review all ballot selections to ensure accuracy before casting their vote.  DuPage Republican Party Chairman James Zay affirmed that the Clerk’s Office had addressed his questions regarding the text-highlighting.  “After working with the Clerk’s office, they have taken steps to provide further clarification.  We appreciate the Clerk responding to our concerns and making sure this election is fair to all the candidates on the ballot,” Zay stated.

The Clerk’s Office has similarly worked with the DuPage County Democratic Party to address their questions and concerns, Cynthia Borbas, Chair of the DuPage Democratic Party, confirmed.  “The County Clerk has coordinated and communicated very well this entire cycle,” Borbas stated.

“In my role of County Clerk and administrator of our elections, I am absolutely committed to treating all parties and all voters fairly,” Kaczmarek stated.
Record Voter Turnout in DuPage County - Over One-Third of Registered Voters have Cast Ballots
Over one-third of DuPage County’s voters have cast ballots for the 2020 General Election to date. The combination of 100,232 early voting location voters and 124,176 mail voters totaled 224,408 of 11 AM today, surpassing 34% percent turnout.

“Nationwide, high voter turnout has been predicted for months. It appears that so far the numbers in DuPage may be fulfilling that prediction, despite the ongoing pandemic,” DuPage County Clerk Jean Kaczmarek said. “In terms of ballots cast, we’re well past the halfway point of 2016 record final turnout – 434,050 – eight days from Election Day.”

DuPage County is entering the 2020 General Election with 645,935 registered voters. Over 45,000 voters have registered within the past year.

On Monday, Oct. 19th, DuPage County shattered the record for the first day of expanded early voting by 58 percent with 12,380 ballots cast. Historic comparisons for the same day in 2018 – 6,218; 2016 – 7,809; 2012 – 5,138; and 2008 – 2,956.

“We’re continuing to see records of daily increases of thousands at expanded early voting compared with previous elections,” Kaczmarek said. “In 2016, our total number of early voters was 108,902 for a two-week period. Soon we’ll be reaching that number, with higher early voting numbers expected to come in the last days before Nov. 3.”

The busiest early voting site – the Fairgrounds – is also the largest; however, lines were short and quick last week. The Fairgrounds site offers both paper ballots and touchscreen voting.

The County Clerk’s office increased the number of Early Voting sites by 50 percent since the primary. Early Voting locations and times can be found on the Clerk’s website:

High Voter Turnout in DuPage County Over One-Quarter of Registered Voters have Cast Ballots
Over one-quarter of DuPage County’s voters have cast ballots for the 2020 General Election to date. The combination of 69,499 early voting location voters and 107,017 mail voters totaled 176,516 as of 7:24 PM today, surpassing 27 percent turnout.

“Nationwide, high voter turnout has been predicted for months. It appears that the numbers in DuPage are reflecting that prediction, despite the ongoing pandemic,” DuPage County Clerk Jean Kaczmarek said. “In terms of ballots cast, we’re already heading quickly toward the halfway point of 2016 final turnout – 434,050 – 12 days from Election Day.”

DuPage County Clerk Reassures 2020 Election is Safe and Secure, but Testing the Process has Consequences
DuPage County Clerk Jean Kaczmarek reassures voters that the 2020 General Election is proceeding in a safe and secure manner.  The Election Division of the Clerk’s Office has implemented strict procedural safeguards to ensure the integrity of the vote-by-mail process.  Those safeguards have successfully identified a small number of invalid vote-by-mail requests, which have been immediately forwarded on to the DuPage County State’s Attorney’s Office for investigation.

To date, nine applications have been flagged by the County Clerk’s Election Division staff and referred to the State’s Attorney’s Office for investigation.  State’s Attorney Robert Berlin announced today that it has concluded that no criminal charges will be filed in six of those cases and investigations are currently being conducted in the other three cases.

“My office and State’s Attorney Berlin’s staff have worked seamlessly together throughout this election,” Kaczmarek said.  “While voter fraud is not a widespread problem anywhere, voters need to be reassured that every individual application is held up to scrutiny to ensure that the election is fairly conducted.  With over 200,000 applications for mail-in ballots received to-date and a tiny number of cases being professionally investigated by the State’s Attorney’s Office, voters can be reassured that the system is working.”

Submitting a false application for a vote-by-mail ballot is a Class 3 felony, generally punishable by 2-5 years in prison.

“Testing the process is not a game.  It’s not worth it.  Don’t even try,” Kaczmarek added.  “The Clerk’s Office will continue to work closely with the State’s Attorney’s Office to fully investigate and vigorously prosecute any voter or group who violates the law, even if they claim to be testing the process.”

In addition to the rigorous vote-by-mail validation process, procedural safeguards are also in place to guard against any improprieties occurring in connection with in-person voting on Election Day and at our early voting locations. For example, new poll pads used at polling places can instantaneously flag anyone attempting to vote twice.

Mail Ballot Voters Urged to Apply Today ´Do not put it off,' Clerk Kaczmarek tells mail voters
DuPage County Clerk Jean Kaczmarek urges voters who intend to vote by mail in the 2020 Presidential Election to apply to the Clerk’s office today.

“It is critical for anyone still intending to vote by mail to apply online immediately, so my office has sufficient time to deliver their ballot,” Kaczmarek said.

Similarly, anyone who has received their ballot already is urged to complete and get their ballot back to the Clerk’s office as soon as possible. Ballots must either be in the custody of the County Clerk or have a postmark on or before Nov. 3rd.

Though applications will be accepted through Oct. 29, the Clerk, as well as Gov. J.B. Pritzker and the Illinois State Board of Elections, all recommended voters to have applied by Oct. 15. A week has passed since that recommended deadline.

“The statutory deadline was passed at a time when mail voting was not heavily promoted or selected. It did not burden the system,” Kaczmarek said. “That deadline will be revisited in the near future; until then, we are being honest with voters in saying there is a limit to how long they should wait to apply. DuPage voters have had the opportunity to apply for a mail ballot for over four months. The time has come for voters to instead plan to visit an Early Voting site or Election Day polling place.”

Over 200,000 mail ballots have been sent to DuPage County voters; over 100,000 ballots have been returned and verified to date. DuPage County has 644,670 registered voters.

Once the County Clerk’s office receives an application, it takes approximately 7-10 days for the ballot to be delivered to the voter.  Voters who applied for mail ballots are encouraged to sign up for BallotTrax to receive text or email alerts tracking their ballot status.  Any voters with questions or concerns regarding the status of their ballot are encouraged to contact the County Clerk’s office immediately so any issues can be addressed well before Election Day.

DuPage County voters have been able to apply for a mail ballot online since June 16, the same day Gov. Pritzker signed SB 1863, an emergency election response to the coronavirus pandemic. The law required county clerks to send mail ballot applications to any voter who had voted in the 2018 General, 2019 Consolidated or 2020 Primary elections; DuPage County mailed applications to all voters in July. 

Mail voters can deliver their completed mail ballots to: a USPS mailbox; to the County Clerk Election Division office; to a drop box located in the south parking lot or main entrance of the Jack T. Knuepfer Administration Building, 421 County Farm Road, Wheaton; or to a drop box located in any one of the nearly 300 Early or Election Day polling places in DuPage County.

Early Voting continues in DuPage County at 18 Early Voting sites through Nov. 2nd. Locations and hours are posted on the Clerk’s website.

The first day of expanded Early Voting in DuPage County shattered a record by 58 percent – 4,571 voters – for a total of 12,380 ballots cast. Historic comparisons for the same day in 2018 – 6,218; 2016 – 7,809; 2012 – 5,138; and 2008 – 2,956.

By the end of Monday, over 18 percent of DuPage County’s 644,569 registered voters had cast ballots between early and mail voting combined, with two full weeks to go until Nov. 3rd.

“High voter turnout reflects the enthusiasm for democracy. Paper ballot early voting at the DuPage Fairgrounds from Sept. 24th through Oct. 17th brought in an additional 16,066 voters.
To date, 202,764 voters have applied for mail ballots; 85,983 have been verified. In 2016, there were 32,126 mail applicants, followed by 42,338 mail applicants in 2018.

DuPage County Early Voting Opens at 18 Sites Monday County Clerk's Office increases number of sites by 50%
Early Voting for the 2020 Presidential Election will have 18 sites in DuPage County on Monday, October 19. The number of sites was increased by 50 percent from the 12 sites utilized in the Primary to include areas that had previously been underserved by Early Voting, according to DuPage County Clerk Jean Kaczmarek.

Seventeen of the Early Voting sites will be touchscreen voting only. The DuPage County Fairgrounds will offer touchscreen and the ongoing paper ballot voting. Nearly 15,000 people have already voted at the Fairgrounds site to date. 

DuPage County voters can go to any one of the Early Voting sites.

As Election Day nears, Kaczmarek notes those voters who have put off applying for a mail ballot should consider voting in-person during Early Voting or on Election Day. 

“Typically lines become longer at Early Voting closer to Election Day. If a voter intends to go to an Early Voting site, the sooner the better,” Kaczmarek said. 

Strict health protocols will be followed at each Early Voting site to protect voters and poll workers from COVID-19. They include: Extended hours so that crowds may be more spread out throughout the day; masks for poll workers, regular cleaning of equipment and touchscreens with sanitizing wipes, and signage reminding voters to keep six feet apart. In accordance with statewide COVID-19 prevention guidance, if a voter forgets their mask, they will be given a single-use mask from the Clerk’s Office. All Early Voting sites are compliant with the Americans with Disabilities Act (ADA).

Though applications will be accepted through Oct. 29, the Clerk, as well as Gov. J.B. Pritzker and the Illinois State Board of Elections, all recommend voters apply much earlier, preferably by Oct. 15.

“Mail ballot voting is a challenge for procrastinators,” Kaczmarek said. “You need to complete and return the ballot application, then make your election choices and return the completed mail ballot to my office, by each deadline. More people than ever are choosing to vote by mail this election, so whether you complete a mail ballot application online or sign and return your application by mail, get it done today.”

Nearly 200,000 mail ballots have been sent to DuPage County voters. DuPage County has 641,506 registered voters.

Once the County Clerk’s office receives a mailed or online application, it takes approximately 7-10 days for the ballot to be delivered to the voter.   Voters who applied for mail ballots are encouraged to sign up for BallotTrax to receive text or email alerts tracking their ballot status.  Any voters with questions or concerns regarding the status of their ballot are encouraged to contact our office immediately so any issues can be addressed well before Election Day.

DuPage County voters have been able to apply for a mail ballot online since June 16, the same day Gov. Pritzker signed SB 1863, an emergency election response to the coronavirus pandemic. The law required county clerks to send mail ballot applications to any voter who had voted in the 2018 General, 2019 Consolidated or 2020 Primary elections; DuPage County mailed applications to all voters in July. Illinois voters have had nearly four months to decide if they want to vote by mail and apply.

Mail voters can deliver their completed mail ballots to: a USPS mailbox; to the County Clerk Election Division office; to a drop box located in the south parking lot or main entrance of the Jack T. Knuepfer Administration Building, 421 County Farm Road, Wheaton; or to a drop box located in any one of the nearly 300 Early or Election Day polling places in DuPage County.
Early Voting by paper ballot continues every day this week through Saturday at the DuPage County Fairgrounds. Starting Monday, Oct. 19, 18 additional Early Voting sites with touchscreen voting will open throughout DuPage County. Locations and hours are posted on the Clerk’s website

On September 23, 2020, the Honorable Paul M. Fullerton entered an Order in the Circuit Court of the Eighteenth Judicial Circuit, in Case No. 2020 MR 000220, that any eligible Elector of DuPage County, Illinois, who contends that cause exists against the confirmation and appointment of any one of the Additional Election Judges that have been selected and have agreed to serve as Election Judge, shall file a written Objection to any such Election Judge, along with the basis for cause or the nature of such Objection, with the Clerk of the Circuit Court, with a copy to the Honorable Paul M. Fullerton, Circuit Court Judge of the Eighteenth Judicial Circuit at 505 N. County Farm Road, Wheaton, IL 60187, on or before October 7, 2020.

A Hearing on any Objections filed is set for October 8, 2020, at 9:00 a.m. in Court Room 2005, via Zoom (instructions for participation via Zoom are available at www.18thjudicial.org) at the DuPage County Judicial Center, Wheaton, Illinois.

DuPage County Early Voting off to great start - Hundreds vote in person on first day
The first day of Early Voting in DuPage County has gone smoothly, with hundreds of voters – some of whom lined up outside the DuPage County Fairgrounds in Wheaton before dawn – having cast their ballots by mid-afternoon.

“We’re quite happy with how it’s gone today,” DuPage County Clerk Jean Kaczmarek said. “Though the line of voters snaked through the Fairgrounds parking lot today, people were patient, they practiced social distancing, and everyone – voters, pollworkers, and my staff – worked together to make this first day run smoothly.”

At 8 a.m. the doors to the polling place at the Fairgrounds were opened and Kaczmarek announced, “the polls are open!” 

At the close of the day, 660 voters had exercised their right to vote at the Fairgrounds.

The site is open 8 a.m. thru 4:30 p.m. weekdays through Oct. 16, and from 9 a.m. to 12 p.m. Saturdays through Oct. 17. Hours, as well as the number of Early Voting sites, expand on Oct. 19, when 18 sites all over the county will open to voters offering touchscreen voting. The current Fairgrounds site will offer paper ballots through Nov. 2. 

Plenty of PPE, including hand sanitizer, masks, and latex gloves, were available for voters. A professional cleaning crew wiped down surfaces throughout the day at the Fairgrounds voting site. 

“It’s great to see such enthusiasm by voters on the first day,” Kaczmarek said, “but we still have 39 days until Nov. 3, and you can vote on any of those days, either in-person or in the comfort of your home by mail ballot.”
Thursday was also the day the Clerk’s Office began sending mail ballots to voters. Those ballots should start showing up in mailboxes of voters who’ve requested them soon.   

“If you’ve applied for a mail ballot, there’s no need to vote in person,” Kaczmarek said. “More than 159,000 DuPage County voters have already requested mail ballots, and my office will make sure each of those voters gets their ballot. Voters still have just over four weeks to request a mail ballot, but we recommend that if you plan to vote by mail, you apply for your ballot online as soon as possible.

“This election may feel very different from any previous election – from the masks and plastic shields at the polling places to the disinformation coming from many quarters, but voting is still the same,” Kaczmarek said. “There are three ways to vote – by mail, in-person before Election Day, and in-person on Election Day. I urge voters to make the choice that is easiest and safest for them.”

Early Voting begins at DuPage Co. Fairgrounds on Sept. 24
DuPage County voters can cast their ballots in the 2020 Presidential Election beginning Thursday, Sept. 24, when the county’s Early Voting site opens at the DuPage County Fairgrounds. 

Doors to voting at the Fairgrounds will open at 8 a.m. Thursday – 40 days before the Nov. 3 Election.

Early Voting starting at this time, formerly called “In-Person Absentee”, at the Fairgrounds will be by paper ballot only.  Beginning on Monday, October 19, eighteen additional Early Voting sites offering touchscreen voting will be available throughout DuPage County.

This is the first time Early Voting is being offered at the Fairgrounds, 2015 Manchester Road in Wheaton, just off County Farm Road, east of the county’s Government Administration buildings. The Fairgrounds replaces the County Administration Building Early Voting site in order to accommodate more voters while adhering to coronavirus prevention measures. 

“I appreciate the continued support of the DuPage County Fairgrounds to help my office ensure that voters have a safe place to vote while practicing social distancing,” Kaczmarek said. 

In addition to social distancing, there will be personal protection supplies including hand sanitizer for voters and poll workers alike. 

Hours for Early Voting at the Fairgrounds are:

  • Weekdays:  8:00 a.m. - 4:30 p.m. (September 24 - October 16)
  • Saturdays:   9:00 a.m. - 12:00 p.m. (September 26 - October 17)
  • Weekdays:  8:30 a.m. – 7:00 p.m. (October 19 - November 2)

Voters urged to check status, register online Tuesday


DuPage County Clerk Jean Kaczmarek urges voters to check their registration status and, if they’re not currently registered to vote, to do so online for National Voter Registration Day. 

National Voter Registration Day is a non-partisan occasion – this year on Tuesday, Sept. 22 – for the nation to focus on registering Americans to exercise their most basic right – the right to vote. 

"This has been a year like no other, and people understandably have a lot on their minds,” Kaczmarek said. “If you’ve moved recently, changed your name, or haven’t voted in a while, you may not be registered to vote. It’s easy to check your voter status and register if necessary, online. You can do both at dupageco.org/election.”

“People are very passionate about the candidates they support in this election, but no matter how strongly you feel about a candidate, it won’t count if you’re not registered to vote,” Kaczmarek said. “ I urge every DuPage County voter today to use the occasion of National Voter Registration Day and check their registration status. You don't want to show up at your polling place, only to find out you're not registered to vote.”

While Automatic Voter Registration gives Illinoisans the opportunity to register to vote at Secretary of State facilities when renewing their driver’s licenses, those sites are offering only limited services because of the COVID-19 pandemic, making online registration more essential than ever. Same Day Voter Registration is also granted in Illinois, however, registering in advance is a smart idea to keep lines moving at polling places.

“National Voter Registration Day is one of those rare opportunities for Americans across the political spectrum to set aside their differences to celebrate the rights and opportunities we all share as participants in our country’s democracy,” Kaczmarek said. “Never take the right to vote for granted.”

Over the past few days, many DuPage County voters have received a letter from Secretary of State Jesse White’s office alerting them that they have not applied for a Vote by Mail ballot, and they should contact my office to complete their application.

These letters have been sent to voters throughout Illinois from the Secretary of State’s office.

The letters were part of the mandate of SB 1863, the election bill passed by the state legislature in May as a response to the COVID-19 pandemic. It requires election authorities, such as the DuPage County Clerk, to send a mail ballot application to every voter who has voted in any of the past three elections.

The law also stipulates that the Secretary of State shall send, by Sept. 15, 2020, a notice to any voter in Illinois who received an application for a mail ballot but according to State Board of Elections records has not yet applied for a mail ballot.

However, the notices do not accurately reflect the current status of Vote by Mail applications my office has received from DuPage County voters. Many voters who have applied for mail ballots, as well as voters who have no interest in voting by mail, have received these letters. 

I assure those who have applied for mail ballots that my office has been processing your applications, and Vote by Mail ballots will be sent to DuPage County voters who have requested them beginning September 24 and should start arriving in homes the following week. Voters can track their mail ballots at https://dupage.ballottrax.net/voter/.

And to those voters who do not want to vote by mail, I assure you that this is not part of any effort to pressure anyone into voting by mail. In-person early voting and Election Day polling places will be available as always to any voters who prefer to utilize those options.
Get Trusted Voting Information From Your Election Authority
The DuPage County Clerk’s Office is urging reporters, candidates, and voters to look to the Clerk’s Office for basic information about the election. This includes nuts and bolts issues like:

  • Mail ballot applications
  • Drop box sites for mail ballots
  • Early voting sites, dates, and times
  • Election Day polling places
  • Key dates and details
  • Election results
“Foreign agents and some partisans are broadcasting and posting distorted information about the election to spread confusion and distrust,” said DuPage County Clerk Jean Kaczmarek. “For rock solid information about DuPage County elections, please come to the Clerk’s Office website or follow the Clerk’s Office on social media."

“Our website is the official source for election information in DuPage County. Other sources may intentionally spread falsehoods, or they may simply have outdated information since polling places may need to be moved.  Some procedures – even election laws – have been updated since the March primary election to address the challenge of voting in a pandemic."

“We are asking reporters and candidates to refer to www.dupageco.org/election to find or double-check election information," Kaczmarek said.

“We also suggest that reporters and voters follow us on Twitter (@DuPageCoClerk), Facebook (DuPage County Clerk), and YouTube (DuPage County Clerk).  We’ll be unveiling a series of weekly features to make sure people get the details they need and can pass legitimate info on to their friends and family.”

Assistance to the Elderly and Voters with Disabilities for 2020 General Election
The DuPage County Clerk Election Division announced that special assistance in voter registration is available to the elderly and voters with disabilities through the Division's office. The Division can assist in the arrangement of voter registration appointments with deputy registrars for the upcoming November 3, 2020, General Election.  

All eligible registered voters, including those who are physically unable to get to their polling place, are entitled to receive a ballot by mail or in person.  An individual may request a ballot to vote by mail up through October 29, 2020.  An individual may vote early at the Election Division office, beginning September 24, 2020, through November 2, 2020, or early vote in person at one of the County’s Early Voting sites, starting October 19, 2020, through Monday, November 2, 2020.

Polling locations during Early Voting and on Election Day will be equipped with touch-screen voting machines to enable those who are blind, visually impaired or have limited dexterity to vote privately without assistance. 

Additionally, a voter may request assistance with marking their ballot.  At the polling place on Election Day assistance may be given by Judges of Election (one from each political party), a friend or a relative.  Assistance with marking the ballot will also be at Early Voting sites.

DuPage County Doubling Election Judge Pay for 2020 Presidential Election

In celebration of National Poll Worker Recruitment Day on Sept. 1st, the DuPage County Clerk’s office is enthusiastic to announce that pay will double for election judges for the 2020 Presidential Election.

Election judges working on Election Day will receive $130 in base pay and another $130 as a COVID-19 supplement for a total of $260. Election judges working during Early Voting will receive $10 per hour in base pay and another $10 per hour as a COVID-19 supplement.

As part of National Poll Worker Recruitment Day, the DuPage County Clerk is also reporting that polling places will be equipped with personal protective equipment, sanitation supplies, and social distancing signage and floor markers.

In order to protect the health and safety of election judges, DuPage County is implementing a new online judge training system to allow judges to be trained from home rather than being required to do so in person. This training covers a complete walk-through of procedures and process from start to finish of Election Day. 

Election judge pay increases, PPE and the online training system for the Nov 3rd election will be paid for out of CARES Act funding provided with the bipartisan support of the DuPage County Board.

While their specific duties vary, election judges are in charge of setting up and preparing the polling place, welcoming voters, verifying voter registrations and issuing ballots. Election judges also help ensure voters understand the voting process by demonstrating how to use voting equipment and explaining voting procedures.

Established by the U.S. Election Assistance Commission, National Poll Worker Recruitment Day aims to raise awareness about the benefits and importance of poll working and inspire more Americans to volunteer.

“Poll workers are the unsung heroes of the democratic process, and right now we’re facing a critical shortage of these dedicated volunteers,” said EAC Chairman Ben Hovland. “Recruiting poll workers is a challenge for many election officials across the country and the COVID-19 pandemic has made this need even more critical. We encourage Americans, who are able and willing to serve, to sign up to help America vote and work the polls on Election Day.”

The Illinois General Assembly passed SB 1863 in May to expand Vote by Mail as a voting method during the ongoing pandemic. In June, Gov. J.B. Pritzker signed the bill into law to ensure safe and active participation in the 2020 General Election.

The DuPage County Clerk’s office is going beyond the SB1863 mandate to send applications to all electors who have participated in any election since the 2018 general election, by instead providing applications to all 616,337 voters in the County. Although not required, the Clerk’s office will also pay for the postage of all returning applications and ballots.

The Clerk’s office is using funds made available this year through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) for the mailing of applications and ballots. 

To date, 26,000 voters have already applied for Vote by Mail Ballots in DuPage County for the Nov. 3, 2020 election; roughly 55,000 total voters chose Vote by Mail for the 2018 General Election. Voters who applied prior to July 4th will not be receiving an additional mailed application.

Ballots will not begin to be mailed out until Sept. 24, 2020. It may take four to five business days to receive a ballot after that date.
