County Appointed Agencies

The DuPage County Chair nominates, and the DuPage County Board approves, over 140 county residents to serve on governmental bodies that deliver a variety of public services. Residents interested in serving on a county-appointed agency are required to complete an online application. Prior to submitting an application, residents are encouraged to first review the qualifications associated with each agency listed below and attend a meeting of the public body to better understand the roles and responsibilities.

The County Chair selects candidates for nomination to the county board based upon interest, experience, skill set required, and with the goal of enhancing diversity. After selecting a proposed candidate, the County Chair will transmit the nomination to the county board two weeks prior to the nomination appearing on a county board meeting agenda for approval.

Residents approved to serve are required to complete two online training courses on Ethics and the Open Meetings Act (OMA) and to also file an Economic Interest Statement with the County Clerk.

NOTICE: Persons listed as serving on an expired term continue in their service unless and until they are either reappointed or replaced unless otherwise indicated. A position listed as "VACANT" is not currently occupied.

Responsibilities
CMAP is the official regional planning organization for the northeastern Illinois counties of Cook, DuPage, Kane, Kendall, Lake, McHenry, and Will. CMAP developed and now guides the implementation of "On to 2050," metropolitan Chicago’s new long-range plan to help the seven counties and 284 communities of northeastern Illinois implement strategies that address transportation, housing, economic development, open space, the environment, and other quality-of-life issues.

Responsibilities
The Downers Grove Sanitary District is responsible for providing sanitary sewer service for the Village of Downers Grove, the portion of the Village of Westmont west of Cass Avenue, and portions of Woodridge, Lisle, Lombard, Oak Brook, and Darien. It is a separate unit of local government, independent of the municipalities where it provides sewer service. It provides sewer service to 20,000 customers, including wastewater generated by more than 60,000 people and a number of commercial, industrial, and institutional customers. It operates and maintains a sewer system with more than 245 miles of sewer main, and a Wastewater Treatment Center with a design average capacity of 11 million gallons per day. Its programs include: the Building Sanitary Service Repair Assistance Program, the Reimbursement Program for the Installation of Overhead Sewers and Backup Prevention, the Reimbursement Program for Sanitary Sewer Backups caused by Public Sewer Blockages, and the Program for Removal of Infiltration and Inflow. The Board of Health ensures that all state laws and County ordinances regarding the preservation of health are upheld through observation and enforcement. To this end, the Board of Health authorizes and executes any necessary health inspections and investigations in DuPage County. Responsibilities
The Board of Review is a quasi-judicial agency established by State Statute with the intent of providing property owners with an informal venue where they can resolve assessed value disputes. The Board of Review does not have the authority to directly change actual property tax bills. The Board of Review consists of three members who are required by law to have prior real estate experience and pass a State administered exam demonstrating real estate appraisal proficiency and an understanding of the Illinois Property Tax Code. In addition to the three regular board members, the Board of Review utilizes expanded members who are required to have the same minimum qualifications as the regular Board of Review members. Members are appointed on an as-needed basis to support the Board of Review.

Qualifications

Responsibilities
Wheaton Sanitary District treats wastewater for a population of about 62,000 people spread over about 9,000 acres, including most of Wheaton, southern Carol Stream, a small portion of Glen Ellyn, a small portion of Winfield, and unincorporated areas of DuPage County, including the County complex. The District is not a taxing body. Most of the revenue for operations is generated from user charges, based on water consumption. The balance of revenues comes from fees for construction permits, connection permits, septage disposal, leachate disposal, and chemical toilet disposal. Complimentary District services include a used motor oil and oil filter recycling program every Saturday from 10 a.m. until noon. The District has about 67 miles of sewer lines, 1,600 manholes, and two lift stations. The lines are small, with nearly 70 percent of the lines being less than 12 inches in diameter. Relative to age, about 45 percent of the lines are less than 25 years old, and 97 percent of the lines are less than 50 years old. Another 120 miles of sewer lines, not owned by the District, connect to the District's interceptor sewers which transport the flow to the wastewater treatment plant. View map of the district.
