Vision, Mission & Principles

Vision

DuPage County Government, private and public sector organizations and individual residents will have the capacity to effectively cope with natural and human-caused disasters; resulting in a safer, less vulnerable and more disaster resilient place to live, work and raise a family.

Mission

DuPage County Office of Homeland Security and Emergency Management will help protect communities and citizens within our county by coordinating and integrating all activities necessary to build, sustain, and improve the capability to mitigate against, prepare for, respond to, and recover from threatened or actual natural disasters, acts of terrorism, or other man-made disasters.

Principles

DuPage County Office of Homeland Security and Emergency Management will adhere to emergency management programming and planning principles:

  1. Comprehensive - that take into account all hazards, all phases, all stakeholders and all impacts relevant to disasters.
  2. Progressive - that anticipates future disasters and takes preventive and preparatory measures to build a disaster-resistant and disaster-resilient County Government and communities.
  3. Risk-driven - that use sound risk management principles (hazard identification, risk analysis, and impact analysis) in assigning priorities and resources.
  4. Integrated - that promote interoperability and unity of effort among all levels of government and all elements of DuPage County.
  5. Collaborative - that create and sustain broad and sincere relationships among individuals and organizations to encourage trust, advocate a team atmosphere, build consensus, and facilitate communication.
  6. Coordinated - that synchronize the activities and resources of all relevant stakeholders to achieve a common purpose. Flexible - that uses creative and innovative approaches in solving disaster challenges.
  7. Professional - that values a knowledge-based approach; based on education, training, experience, ethical practice, public stewardship and continuous improvement.
