The L426 course focuses on implementing inclusive emergency management principles in local communities, how that approach can increase a community’s ability to prepare for, respond to, and recover from a disaster; and it provides tools to help community groups move beyond basic awareness onto engaging activities that truly move the needle on preparedness and resiliency.

AWR-331:Winter Weather Hazards - Science & Preparedness 10/16/2023 - 10/17/2023

This is an eight-hour awareness-level course to provide emergency managers, first responders, and community members across all sectors with a basic understanding of the latest knowledge in winter weather science, forecasting, warning, and preparedness.  The course will be instructor led and taught in (2) four-hour blocks, one each day. 

This course will prepare participants to understand the basics of winter weather science, the winter weather forecasting process, how winter weather forecasts are communicated, and the fundamentals of winter weather safety and preparedness. Since winter storms can strike every state in the United States, it is important that every community be ready for the hazards associated with them. This awareness-level course will fulfill the goals of the "whole community" approach to emergency management by reaching a broad sector of the community. Multiple core capabilities will be addressed, with particular emphasis on "public information and warning" and "threats and hazard identification."

This course provides DHS-approved and NIMS-compliant instruction with a goal of ensuring Federal agencies and State/Territory organizations have trained personnel capable of coordinating on-scene emergency communications during a multi-jurisdictional response or a planned event. CISA instructors are approved by DHS and have extensive experience both as emergency responders and as COMLs. The course is presented with facilitated lecture, hands-on activities, and extensive interactive discussions. Instructors work through the discussions and activities to explain the processes used to achieve communication operability, interoperability, and how to incorporate additional communications solutions.

NOTE:  There will be the opportunity to attend the next day to explore and work with communication equipment.  It is highly recommended to attend the additional day.

Class Prerequisites:

  • A public safety communications background with exposure to field operations; this experience should be validated by the authority who supervises the applicant.
  • Basic knowledge of local communications and communications systems; frequencies and spectrum; technologies; local topography; system site locations including knowledge of state, regional, and local communication plans; and communications and resource contacts.
  • Completion of FEMA classes IS-100, IS-200, ICS-300, IS-700, IS-800 & ICS-400 (recommended, but not required).

AWR-356: Community Planning for Disaster Recovery 11/29/2023 - 11/30/2023

Disaster Recovery is a complex, costly, and potentially lengthy process. Depending on the scope of a disaster, recovery efforts can last years and cost millions of dollars. Planning has a direct positive impact on a community’s ability to recover from disasters. Planning for disaster recovery before disasters occur can significantly speed up and facilitate the post-disaster recovery process.

The goal of this course is to prepare participants to evaluate and develop disaster recovery plans in the context of the Whole Community approach to planning.

This is an eight-hour awareness-level course, taught in (2) four-hour sessions, that provides facilitated discussions on key concepts for disaster recovery planning, including the benefits of pre-disaster planning, key elements, and the plan development process.  This course will prepare participants to initiate disaster recovery plans and participate in the long-term recovery planning process in their own communities through the review of case studies and existing disaster recovery plans.

The L-102: Science of Disasters course in the National Emergency Management Basic Academy is designed to provide the participants with an overview of scientific principles and concepts that shape our increasingly dangerous world.

The contents of the course include the following:

• Introduction to Science of Disaster provides a definition and benefits of science.
• Earth Science and National Hazards describes how the Earth’s design sets the stage for the world’s natural hazards.
• Science of Natural Hazards describes the scientific basis of common natural hazards.
• Prediction gives us the capability to expect the unexpected.
• Physical Science and Implications for Emergency Management identifies how emergency management can benefit from knowledge of the physical science of hazards.
• Biological and Chemical Threats identifies the scientific basis of biological and chemical threats.
• Explosive Threats identifies the scientific basis of those threats.
• Radiological and Nuclear Threats identifies the scientific basis of those threats.

Planning

The L-103: Planning course in the National Emergency Management Basic Academy is designed to give basic concepts and planning steps to those new to the field of emergency management so that they may apply planning discipline and skills to challenges in their jobs. The course content includes emergency management planning doctrine and steps to take to accomplish writing plans and using them to deal with special events, which are common challenges for all jurisdictions.

The content also derives from Comprehensive Preparedness Guide 101, Developing and Maintaining State, Territorial, Tribal and Local Government Emergency Plans and its six-step planning process and inclusive Whole Community philosophy. Likewise, doctrine from Comprehensive Preparedness Guide 201, Threat and Hazard Identification and Risk Analysis, is included in the course. Special event planning is then explained in the course and table group activities to analyze plans for special events are conducted.

This course expands and improves students’ ability to deliver National Incident Management System (NIMS) curricula. Students are provided training on the delivery of:

  • ICS-100: Introduction to the ICS
  • ICS-200: Basic ICS for Initial Response
  • ICS-300: Intermediate ICS for Expanding Incidents
  • ICS-400: Advanced ICS for Complex Incidents
  • G0402: NIMS Overview for Executives and Senior Officials
  • E/L/G0191: EOC/ICS Interface

Emphasis is placed on classroom-based deliveries. This includes compliance with the NIMS Training Program, adult education methodologies, deployment of course activities, pre- and post-testing, and ICS training program management.

Prerequisites:

Prerequisites will not be waived. Include copies of prerequisite course completion certificates or transcripts. Applications without prerequisite documentation will be rejected.

The following courses (most current) are required:

  • IS-100 – Introduction to ICS, ICS 100
  • IS-200 – Basic Incident Command System for Initial Response, ICS-200
  • E/L0300 – ICS-300 Intermediate ICS for Expanding Incidents o Certificate dated May 2019 or later
  • Instructor Test (IT-300) in lieu of most current
  • E/L0400 – Advanced Incident Command System for Complex Incidents o Certificate dated May 2019 or later
  • Instructor Test (IT-400) in lieu of most current
  • IS-700 – An Introduction to the National Incident Management System (NIMS)
  • IS-800 – National Response Framework, An Introduction
  • E/L/G0191 – EOC/ICS Interface Workshop o Exception - Any version of E/L/G0191 will be accepted through FY22.
