- Utility Allowances - Aurora Housing Authority 2022 Effective 02-01-22. The utility allowance requirement, established under the HOME Investment Partnerships Program regulations found at 24 CFR §92.252(d), is applicable to all rental projects to which HOME funds were committed on or after August 23, 2013. A HUD Utility Schedule Model (HUSM) for each impacted HOME project is completed by CDC staff annually and provided to property managers/owners as part of ongoing HOME compliance monitoring.
