Monitoring Guidelines

The Department of Housing and Urban Development requires the Community Development Commission to periodically perform program compliance monitoring with entities that have received funding.  Listed below are current guidelines entities are regulatorily required to follow.

    Effective 03-01-24.  The utility allowance requirement, established under the HOME Investment Partnerships Program regulations found at 24 CFR §92.252(d), is applicable to all rental projects to which HOME funds were committed on or after August 23, 2013.  A HUD Utility Schedule Model (HUSM) for each impacted HOME project is completed by CDC staff annually and provided to property managers/owners as part of ongoing HOME compliance monitoring.
