Policy Groups
This section discusses the basic structure of policy groups that oversee the grants and when applications are accepted.
The Community Development Commission (CDC) Policies are compiled into a Manual and updated on a regular basis. Some of the most commonly accessed policies are listed below. These policies are approved by either the Community Development Commission, the Community Development Executive Committee, or the HOME Advisory Group.

Currently, 28 of the 35 municipalities in the County and 18 County Board members are members of the Community Development Commission (CDC). The CDC meets in April to elect officers and members of the Executive Committee, approve policies, projects to be funded by the Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG), and any project agreement modifications.

The Executive Committee meets on the 1st Tuesday of each month to approve policies, begin the first step of the project approval process and project agreement modifications. This group consists of 12 members; 6 County Board and 6 Municipal.

The HOME Advisory Group was established in 1992 to advise the County Board on the use of federal funds received by the County from the HOME Investment Partnerships (HOME) program. HOME funds are for affordable housing production activities.
HOME Advisory Group Members
The HOME Advisory Group is comprised of all the members of the CDC Executive Committee and one additional member from either the Village of Downers Grove, the City of Naperville or the City of Wheaton, These three municipalities are part of the DuPage HOME Consortium who have agreed for DuPage County to administer their portion of the HOME Investment Partnership Funds along with the funds the County receives. There are 13 members, 7 Municipal and 6 County Board. The HOME Advisory Group meets on the first Tuesday of each month.
