Food Pantry Program

American Rescue Plan Act (ARPA) provides funding to address the negative impacts of the COVID-19 pandemic. In DuPage County, a major negative impact has been the increase in food insecurity. The County has responded to the Pandemic with a $5 million Food Pantry Program (“Program”). This Program addresses both the immediate needs of local pantry providers and the long-term infrastructure for service delivery. Approve on November 8, 2022, the program has three components.

Northern Illinois Food Bank

The County has allocated $1.75 million to the Northern Illinois Food Bank (“NIFB”). Under this allocation, the County provides monthly funding starting October 1, 2022 and ending November 30, 2023. Funds are used to reimburse NIFB for food, essential commodities, distribution, and related operational expenses. With this support, NIFB will be able to distribute fresh produce and essential commodities (e.g., diapers, wipes, toilet paper, and detergent) to local food pantries in the County. Network Investments

The County has allocated $2.25 million for investments in the food pantry network. These investments in infrastructure and logistics will create a more efficient and sustainable system in the long-term. Currently, the County is working with its food pantry partners on a detailed plan for this allocation.

Local Food Pantries

The County has allocated $1 million to local food pantries. Under this allocation, the County provides local food pantries with one-time payments. Funds will be used for the purchase of supplemental food and essential commodities. In addition, funds may be used for the purchase of equipment that will improve pantry capacity to store and distribute food. As part of this Agreement, the local food pantries will provide monthly reports on the number of households served through the on-line ARPA Metrics Portal.
