Communities that have adopted the DuPage County Ordinance may be granted a full or partial waiver for enforcement of the Ordinance.

For non-waiver communities, all stormwater provisions of the Ordinance are reviewed by DuPage County. Upon approval of the stormwater application, DCSM issues a Stormwater Certification. Unincorporated DuPage County is a non-waiver community.
For partial waiver communities, only floodplain, floodway, wetlands and buffers in the project are reviewed by DuPage County, unless otherwise requested by the community. All other stormwater requirements of the Ordinance are enforced by the stormwater administrator of the partial waiver community. Upon approval of the stormwater application, DuPage County issues a Stormwater Authorization Letter to the partial waiver community that grants them permission to issue Stormwater Certifications for the development.
All aspects of the Ordinance are enforced by the stormwater administrator of the waiver community. Unless otherwise requested, DuPage County does not review the application, with the exception of a floodway review delegated by IDNR-OWR. The Stormwater Application is reviewed and Stormwater Certification is issued by the complete waiver community.
