Bond Set for Two Men Charged with Leading Police on High-Speed Chase/Possession of Burglary Tools

DuPage County State’s Attorney Robert Berlin and Addison Director of Police Timothy Hayden announced today that bond has been set for two men accused of leading police on high-speed chases following a call of a disturbance at an Addison Landscaping company. Jacob Dochee, 23 (d.o.b. 7/8/1999) of the 200 block of Thornwood Way, South Elgin and Nader Elaasar, 23 (d.o.b. 3/14/2000) of the 600 block of Belinder Lane, Schaumburg, each appeared at a bond hearing this morning where Judge Daniel Guerin set bond at $50,000 with 10% to apply for both men. Dochee and Elaasar are each charged with two counts of Felony Aggravated Fleeing and Eluding a Police Officer. In addition, Dochee is charged with one count of Possession of Burglary Tools, a Class 4 Felony.        

On March 23, 2023, at approximately 9:35 p.m., officers with the Addison Police Department were dispatched to a landscaping business located at 1550 W. Fullerton for a call of a burglary in progress. Upon their arrival, officers encountered two individuals, later identified as Dochee and Elaasar fleeing the scene in two separate vehicles. It is alleged that one of the vehicles, allegedly driven by Elaasar, fled eastbound on Fullerton while the other vehicle, allegedly driven by Dochee, fled westbound on Fullerton. Officers activated their emergency lights and pursued both vehicles. It is alleged that officers pursued Elaasar onto I-355 and that during the pursuit, Elaasar reached speeds of approximately 110 mph. This pursuit ended in the Lincolnshire-Vernon hills area when the driver of the vehicle lost control and spun out. The pursuit of Dochee, which allegedly reached speeds of approximately 90 mph, led officers onto I-355 at which time a Chicago Police helicopter was deployed to track the vehicle. The pursuit continued onto I-290 and concluded on Oakley Boulevard in Chicago. It is alleged that Dochee then fled the vehicle and hid a box by a pole containing five vehicle key fobs before he was apprehended by authorities. It is further alleged that a Sawzall, which is commonly used in catalytic converter thefts, was found in Dochee’s vehicle.

“This week alone, my office filed charges against seven individuals who are charged with, among other things, fleeing from police,” Berlin said. “The increase in these types of cases is extremely alarming. This type of complete disregard for public safety will not be allowed to stand and in DuPage County we will use every tool available, including the use of a helicopter, as in this case, to safely remove those who flee from police from our roadways. Thankfully, no one was injured, or worse, in this most recent case, but I fear our luck may be running out. I urge all motorists, if you see flashing lights and hear sirens, pull over. I thank the Addison Police Department for their efforts on this case. I also thank the Chicago Police Department for their assistance as well as Assistant State’s Attorneys Michael Pingaj and Alexis Gamboa for their work in preparing strong cases against these defendants."

Dochees’s next court appearance is scheduled for May 22, 2023, for arraignment while Elaasar’s next court appearance is scheduled for April 20, 2023, for arraignment. Both cases will be in front of Judge Guerin.    

Members of the public are reminded that this complaint contains only charges and is not proof of the defendants’ guilt. The defendants are presumed innocent and are entitled to a fair trial in which it is the government’s burden to prove their guilt beyond a reasonable doubt.
